The Residential State Supplement (RSS) provides financial and Medicaid assistance to adults with disabilities who live in, or plan to move to, a Class Two Residential Facility licensed by DBH and who need more support but not institutional care. Enrollees combine the RSS benefit with their own income to pay the facility's monthly Allowable Fee. The state runs it through Ohio Department of Behavioral Health (DBH), Residential State Supplement (RSS); financial eligibility determined by the County Department of Job and Family Services, separately from SSA.
